Tetra Tech is leading the five-year USAID Securing Power, Advancing Resilience and Connectivity Activity (SPARC) in a continuation of our ongoing work with the U.S. Agency for International Development (USAID) to strengthen energy security in Ukraine.

Through SPARC, Tetra Tech engages directly with the Government of Ukraine to enhance the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. Our technical, policy, and gender equality experts are addressing the challenges posed by the current war and preparing for post-war reconstruction.
Tetra Tech also is supporting Ukraine’s efforts to meet energy-related requirements for European Union (EU) integration, increase energy efficiency in commercial and industrial sectors, and build the confidence of international investors to mobilize private sector funding for these initiatives. Tetra Tech also serves as a procurement agent for a range of equipment and materials to repair damaged energy infrastructure. Our experts also are working to address government-identified priorities for energy sector stabilization, restoration, and modernization.
SPARC Objectives
Enhance energy supply
We work with Ukrainian and European partners to boost power generation capacity, implement evidence-based energy policies, optimize connectivity with European energy networks and markets, and support green, market-based power to reconstruct Ukraine’s economy.
Improve demand-side management
SPARC seeks to mobilize investment in energy efficiency and in technological advancements that lower energy costs for all consumers.
Strengthen energy markets
We are building international investor confidence in Ukraine’s energy sector, linking Ukraine’s electricity and gas markets with Europe, and establishing a regional trading hub for biomethane and natural gas.
Procure energy equipment for repair and modernization
Our procurement experts are sourcing and contracting delivery of goods and services to restore and maintain energy systems in the short term, and to orient Ukraine’s energy sector toward EU standards in the long term.
