Tetra Tech is improving sustainable access to water services in the West Bank and strengthening the capacity of municipal service providers to manage existing water resources and reduce non-revenue water.
Water scarcity and water insecurity present persistent challenges for people living in the West Bank. Limited and intermittent water resources contribute to ongoing challenges for human health, food security, economic growth, and the environment. Climate change is expected to exacerbate these challenges.

The Non-Revenue Water Management Project (NRWMP), funded by the U.S. Agency for International Development (USAID), aims to improve water security in the region. Through NRWMP, Tetra Tech works with municipal water service providers in Hebron, Dura, and Halhul to strengthen their institutional capacity to deliver reliable, sustainable, and climate-resilient water services. We collaborate with the service providers to improve water governance policies, strengthen operations, and develop management plans that make service delivery more reliable, efficient, transparent, and equitable.
We also work to reduce non-revenue water—the difference between the amount of water that is distributed to a water network and the amount that is billed to customers. Our water experts are using smart water technologies to identify and mitigate non-revenue water losses from leaking infrastructure, poor metering, and illegal connections. NRWMP will work to expand service delivery areas, repair and develop sustainable infrastructure, and incorporate climate change projections into models and infrastructure improvements to support climate-resilient water services.
NRWMP integrates an inclusive water governance approach that recognizes the critical role that women and youth play in realizing sustainable changes in water use practices. Tetra Tech is engaging and empowering women—the primary water decision-makers at the household level—as part of the project activities to achieve sustainable impact. NRWMP is also supporting the development of targeted communication and marketing campaigns that raise awareness and drive behavior change in the protection and conservation of water resources.
