Phase III Small Business Innovation Research (SBIR)

The Tetra Tech Federal IT Group’s Segue Technologies developed the Segue Process Framework (SPF) using our system engineering practices and employed SPF into our SBIR approach to solve the challenges of re-engineering and re-hosting legacy software. Tetra Tech’s SPF complements our deep experience and understanding of leading no/low-code development platforms to enable rapid development of process-centric applications, adopt an Agile approach, and incorporate smart technologies like artificial intelligence, robotic process automation, and software bots.
The SBIR process includes three phases, and when Segue successfully completed Phase I and Phase II contracts using SPF, it provided the right to sole-source contracts as multiple Phase III contracts, even as a large business, since it has exemption from Small Business Administration size standards for a procurement with no limits on the dollar size of a Phase III procurement at minimum. Phase III SBIR refers to work that derives from, extends, or completes an effort made under prior SBIR funding agreements but is funded by sources other than the SBIR program.
Our Phase III SBIR option supports federal customers who are seeking legacy system modernization and/or migration to a cloud environment. Twelve federal agencies, including the Department of Defense, participate in the SBIR program and are leveraging its benefits to support scientific excellence and innovative technology as SBIRs are initially funded by research funds.
The competition requirement is achieved through Phase I and II SBIR awards, so Phase III is satisfied when issuing a direct sole-source Phase III award. Awarding a Phase III SBIR is a much more simplified acquisition approach that encourages:
- Directed, sole-source award with no funding ceiling, anytime to a Phase I/II awardee, even after graduating small business size standard
- Funding by all types of federal funding (except SBIR funds)
- Contract initiation and award in a short time frame, reducing time and cost to procure high-level services
